Consider this question... Do we hand the person with the comparable experience or effectiveness of an infant a weapon and move him to the front lines or do we look for somebody who won't get their head blown off the instant they decide to look down the barrel of their own gun? Some people need to work on building up their effectiveness in battle alone before trying to become the weakest and most ineffective link in a team of experienced players who stand a much greater chance of achieving success by choosing a better player to take into combat with them instead.
