It is possible friend but you have to take into consideration that the odds of this happening to you are very very very very slim. You habe to grind those strikes to receive blue engrams at the reward screen. The engrams dropping during the strike dont count. You can recognize the right engrams by the discription: The cryptarch in the tower.. Etc. The regular engrams have the description: a mark of true potency.. Etc.
Then those few blue engrams have to decrypt into a legendary. Which also is a small chance.
So to put things into perspective,
Grind tiger strikes until your lucky to recieve a engram for a reward.
Receive class item enrams to have a chance of getting the right item.
Decrypt these engrams in the tower to have a small chance of getting a legendary from them.
Have a slim chance that this legendary is the item you actually want.
Imo not worth hoping nor grinding for. Sorry to burst your bubble

I have been grinding Tigers Strikes to complete the armor set on my Hunter. I still need the chest and boots.

The armor set is rare though. So there is a much bigger chance of getting it

Again, it's the one thing I really want and I'm just technically asking if it's still up for grabs. Will I go grind strikes is the question? Dark Souls has taught me patience if anything and that grinding is key and destiny has only improved that. Everybody has there own opinion about stuff and if it's not worth your time to go do it, then it's simply not. I do appreciate your help though since this goes further towards a answer to this question.
