It falls into the same archetype as The Messenger and Hopscotch Pilgrim. With the right rolls it can be as good as the best PVP pulse rifles in the game. Really the only problem with it is that you are locked into whatever perks are already on it. So if you got a shitty roll, you are stuck with it.

Spare change has the same RoF and Impact, better base range, and lower base stability. The stability makes The Messenger and Hopscotch Pilgrim absolute laser beams in crucible. Spare change also has a nasty recoil pattern that goes up and to the left that can be corrected with counterbalance, but that eats up one of your two perk slots. If you can control the recoil Spare Change can kill just as fast as any other pulse rifle in the game.

Headseeker and counterbalance are on the same node for all HoW weapons, so you can't get them both on Spare Change. You can only get those two perks on TDB guns like Three Little Words, but you are at the mercy of RNG for that roll. All that said, I don't like to roll for Headseeker on the high impact low RoF pulse rifles because it is a wasted perk in my opinion. Those guns are two burst head shot kills with or without headseeker. Guns with high stability like Hopscotch Pilgrim and The Messenger are so accurate that you have to try and hit body shots so you might as well aim for the head. With Spare Change the roll that I would shoot for is Third Eye (personal preference, if you don't like Third Eye shoot for one of the reload perks), Hand-Laid Stock (increases stability at the cost of range, but Spare Change has a high enough base range that it can take the hit), and Counterbalance to offset that nasty recoil.
