Healing involves cellular division. Anyone not dividing cells is dead. The answer is always "yes".
Baring that, how would I heal from just the many scratches I've gotten? I'd bleed out. Hell, I had a wound at birth. We're all born with scars. Before we first open our eyes, we are all harmed. We all have bellybuttons.

Besides growing normally, cells doesn't normally duplicate except for growth unless an injury is taken so growth is cut off for the moment to fix the injury But what if your cells just ignored the injuries and continued on growth completely? Think of it like that

I do remember the G0 phase of cells, now... Its been awhile. But the cells that ignore all injury sound strangely familiar to cancer.
