Your issues with us Schwartzennegering our way through your pve encounters isn't really a weapon design issue, it's a level design one.
Yes yes yes, this! This is exactly the problem with their nerf on Black Hammer as well in my opinion. It perplexes me to no end! Bungie made this mixture of enemies, levels, weapons and guardians and mixed them all together. We grind away and accept and suffer through their exploitative and addicting loot and reset tables. After a while, we start having fun. We say, "Hey this weapon is dope! It let's me Schwartzenneger through -insert enemy and encounter- that I've all ready fought 150 times. Awesome, I'm having fun again!" Meanwhile, Bungie's been staring at charts and game metadata without inquiring into our abstract concepts of fun. They chime in, "Hold on there Sally. Uh... that's not how we want you to do that. You see, we want you to pay attention to every single mob and listen to every piece of dialogue on every single repeated play through you ever do... ever."
Nerfing shotguns, however, isn't enough to bring back fusions as a viable choice. While you can outshoot a shotty charger with a fusion (try Plan C, Exile's Curse, or a well balanced hot swap + accelerated coils + hip fire. It's hilarious.), it requires a good deal of practice and a bit of luck. The nerfs might introduce more variety into pvp, but there's no substitute for a fusion buff in pve.
Someone get this person a drink.
