The licenses for the Blacksmith shader, Gamestop Sparrow S-10V, and Limited, Digital Guardian, and Ghost Edition items to not cross the console generation gap. This is a licensing issue with PlayStation and Xbox. You can reach their respective customer services here:

They'll redirect you here. But it's really between you and the retailer. All licenses are issued by sony even if the reps disagree. They don't like to give in.

I think trying to contact the retailer now is out of the question, and I believe they'll also redirect me here.

Pretty much yup. It's an issue with how Sony gives out licenses.
