Because if you land every shot on a boss, you have unlimited ammo with 0 downtime. That is not good balancing.
Sepics Prime for example, if you stand up on the platform on the left of his room, you can literally chain precision shots on him from shot 1, to the last shot. This is partly due to the fact that he bugs out and doesn't move. But the fact is with black hammer the way it is, you literally can just stand in one place, and hit the trigger until he is dead.

Sepriks Prime was easy with or without black hammers. Really the devil walker and sepriks are the only thing that the black hammer "negatively impacted" because it's so easy to get crits. [u]and they're two of the easiest bosses in the game. They're in the 1st strike for pete's sake[/u] It doesn't warrant a full scale attack on black hammer.

Lol that's true but that's only one situation and it makes the gun worth trying to get! Now it's just a high impact sniper with solar burn. Nothing special.

High impact and no reload is great. The gun still has a place. But it's place did not need to be 46+ chained hits. You want lots of ammo? Do Queenbreaker.
