I was actually happy about it because it adds some more variety. For the Hunter it adds a class that will make it more viable in PvE, for the Titan gets a ranged super, which helps it out since Striker is basically a close range Nova, and Defender is a defensive bubble. For the Warlock, it has Nova Bomb, a quick AoE attack, and Sunsinger for support* and Stormcaller will make it a very offensive class that is great at a Crowd Control.
TL;DR: Adds a new use for each class, and having the three elements isn't too much of a bad thing.
Edit: Misread. But I said meh because as an idea it does seems pretty good, but this is one of these 'but it looked good on paper' things. I don't think it would make any sense at all walking around as a Warlock and then just BOOM electric knife, swish swish stab stab. I mean, the electric part makes sense but why would a warlock carry a knife, and how did he suddenly get so agile just by using a super? To me it wouldn't make sense and sounds a little pointless.
It can be balenced out. Perahaps not make you aglie. But similar to radiance where you just glow. You would glow with arc and form a arc blade out of space magic. And your melees would be 1 hit say but to a extended melee range (compareable to blink strike) and you would only be able to strike when in range (ie just like blink strike)
