I doubt Bungie will even address the matter, unless it's with something like "Hey, we don't set the price, it's out of our hands". They could speak to Activision and push the fact that the stupid price could well affect sales outside the US, but I honestly don't think they really give a damn.
Thing is, if they are honest about their assessment of $40 as being good value for TTK, then they are essentially saying that pricing it above $40 would not be good value, but they'll probably just let it go. Enough people will likely pay it because they want it, or because they're using their parents' money, or because they don't care if some people are being ripped off.

$40 for us Brits would be £25. I would pay that without hesitation as I love the game. But I cannot pay £40 ($60) when Fallout 4 and Battlefront will cost me £42.

I hear you. I'm in the UK as well and I won't help set the precedent for this kind of price for DLC. When Fallout 4 comes out, my time with Destiny will likely be done. Without fair pricing, I won't be buying TTK, Destiny 2, or any other Bungie product. Nor will my friends. While my friends and I have spent a huge amount of time in Destiny, it's not necessarily because of the quality of the game. As time goes on it's more because it gives us all a place to hang out and tool around. We'll just find another game that lets us do that if we can.
