The item should be shipped to be sold at the converted price, each local continent or country then can apply its own tax laws to the goods.

Normally that is how it works, problem is that's not how its working, the business eg Bungie/Activison are the only point of profit involved with the DLC, the only cost that should be accounted for is the local tax laws if you wanted to be really nitty gritty. For example the TTK legendary box set has to be produced, boxed, printed, shipped, and sold in another shop so another layer of profit must be added. The boxed edition also includes, Destiny Vanilla, TDB, HoW and TTK and you get all that for £44.95??? Thats why everyone knows where the extra cost has come from? So why should TTK stand alone download cost £40?
