It should only be for people who completed a raid checkpoint/crucible match/strike/etc. together. It should also be:
Non Raid/PoE Exotic--->Non Raid/PoE Exotic
Vendor Legendary--->Vendor Legendary

Raid/PoE/IB/ToO Legendary--->Raid/PoE/IB/ToO Legendary

Xur would have to stop selling exotics then as people could stockpile for trades
