A few suggestions to improve ToO and PoE loot fairness.

There's been a lot of people ranting about how lighthouse players get all the best gear and PoE players get shit. Here are a few suggestions to help make things better.
-ToO primaries are supposed to be pvp oriented weapons, so what's the need for a burn? Unless you add new armor pieces, or ways to upgrade armor pieces to have elemental shields. These could be equally available through both pve and pvp and make elemental weapons relevant in pvp and make their choice crucial. These armor could also be extremely useful in pve, against specific threats or nightfall burns.
-If the last point didn't convince you, here another option. Remove the burns on ToO primaries, but instead, give them the Reforge Ready perk and a set of unique available perks. As for elemental primaries, add a way (consumable or something) to infuse any weapon with a burn and make this available through both pve and pvp. This would give much more customization possibilities to player's arsenal.
-Finally, just generally improve the drop rate of Skolas and add the missing third perk to the PoE primaries. Disruptor-like perks should be additional, like they were before, and not take the place of an actual perk.
