Are you using a different rocket launcher?
I get 4 rockets using heavy ammo boots in crucible, at least with truth.

I am using a different rocket launcher, bought The Fear from FWC. But I tested it with the rockets I used to use, and still only 3. Super weird! I also watch tripleWRECK stream sometimes, he has the same rockets (The Fear), and he picks up 4. I asked him in chat, and he said it's some kind of glitch that can happen sometimes, but it happens every time lol
