Will the faction packages that I have now reward me with new gear if I don't use them until the 19th or will they give me old gear?

Don't rank up your factions until the DLC drops. Rank them up afterwards and you will get new gear from House of Wolves. Ranking up your factions and Saving your faction packages from "The Dark Below" will only reward gear from that expansion.

There's 3 more days until HoW drops, I'll be able to level up my faction twice before then

When the darkness below came out and you saved legendary engrams from before it came out it would just be that old gear but i think bungie hinted something the other day it will be new gear but i'm not for sure. I would save it if i were you just in case, i'm saving my legendary engrams for it.
