Sounds like you read what you wanted to see. The way I see it nothing advertised pre release is final and we shouldn't expect everything we see to be there.
For one reason or another destiny changed a lot through development. IMO it's pointless to speculate on what it was going to be or why it changed.
The 2 complaints I see most often are about dlc being sold when it was "finished" before launch. And that the game is nothing like people thought.
The first point is simple. Companies care about making money. That is not wrong. The only people who can truly say the content was finished is the devs. If they don't feel it's done then it isn't. And frankly I'd rather they cut an idea from release to fine tune it and sell it to us later then given a half baked idea that wasn't executed to the fullest.
The second point is also simple. People fell for the hype. Something you should never do for any game. People let the rumors of what the game used to be cloud their thoughts. The fact is we don't know much about what it used to be. So getting upset over something we knew little of just seems foolish.
People just need to accept destiny for what it is and move on. There is always room for improvement. And bungie has continued to show us they can and will make the game better.

I just don't get if they had seven years of actual develope ment how do they justify cutting out so much at the last minute? They are professionals and would have known way ahead of time what wouldn't be ready.

Time doesn't matter. Especially to you since you have no prior game making experience. You haven't the slightest idea what it takes. None of us do. Someone already quoted halo 2 so I need not get into that. If your asking me why things changed so drastically I have my own idea. We do know that a few important people left half way through the development process. I believe one of them was a writer for the story/universe. We don't know why. All I can speculate is that there must have been an internal conflict with the group. Some people wanted a vast expansive universe with tons of lore and detail. Others wanted to keep it simplistic as graspable. I believe this because of what we heard in vidocs about their vision and compare it to what we have now. It seems bungie went half and half. The story is still there more or less via grimiore cards and weapon descriptions etc. But the main story and gameplay was kept simplistic. We understood who we were and what was happening. The details were just not out right given to us. Halo as far as the games are concerned are very simplistic compared to the overall universe. We can see with halo 4 and onward that we are slowly being opened up to the rest of the universe. Things beyond just the human covie fights. And I believe that is what destiny will end up doing. We are slowly being introduced to the universe rather then having a plethera of information shoved down our throats at one time. While I would have preferred that the market at least as far as console is concerned isn't quite there yet with wanting that kind of stuff. But the demand is building. We got a taste of what story telling can be like with the souls series. Now we are getting F2P games like warframe and neverwinter which are both rich in detail. We are even getting elder scrolls online. It was probably made simplistic as a safe bet for profit reasons.

Because part of the team had a falling out with Activision and left Bungie, taking their resources with them.
