You really should actually read what you are quoting.
Here, I'll help.

Those two quotes don't point to content being cut in order to re sell later as DLC and isn't any sort of admission/conformation from Bungie that they did.
It clearly says that ToO wasn't ready and that what we are getting is very different to what we would have got.
Not putting something in with the launch because its not ready, then releasing something that's different than originally planned is VERY different to cutting ready to go content to re sell later for DLC.

If it was an addition, and not an opened partition, it would have been necessary to download it, like any patch, or update.
