Curious to see if the community would rather be reward by a skill system or RNG

Honestly, I'd like to see it so that anybody with less than 10 kills in a Strike has no chance at an Exotic or a Legendary dropping. 10 may sound like a low number, and to be honest, it is, but I've seen people in Strikes try their hardest to get kills while me and the other guy are just killing everything as soon as whatever enemy it is gets out of the door, only to end up getting all of 12 while the two of us got well into the 40's or 50's. On Strikes like Omnigul, though, where you can get ten kills just from headshotting a Thrall in a group with Fatebringer or what have you, that number needs to at least quadruple. I've gone through that Strike solo a few times, and the average number of kills I get always hovers well above the four hundred mark, and the lowest number of kills I've seen from somebody who was actually trying was 59. AFK-ers shouldn't be getting rewarded. Ever. But since the game can't tell if a dude is AFK or not, I suppose that this would do. Also, Positive K/D in Crucible or no Exotic. That's it. No questions about it. No "I broke even, I should get an exotic". Either your K/D is >1.0 or no chance at an Exotic for you.
