I think it should be skill for pvp, and rng for pve with rng leaning in favor of people with better stats.

True, I think it should be kinda like that but the magnitude of the chance of good Loot for PvE should slightly depend on skill as well as RNG so good people can progress more efficiently also not lowing other people's odds of desired gear

And then for PvP it should depend on score and ability to fulfil objectives of the gamemode
