Here's how it basically works We see a phenomenon. We call it gravity. It is a fact that it occurs. We try and explain how it occurs with evidence, and predictions. We call that a scientific theory We describe what occurs and call that a law. Gravity is a fact, and has both laws and scientific theories supporting it.
