I think a big issue everyone is missing is that pre-ordering is an idiotic and unnecessary practice. How hard is it to wait two weeks to see if that shiny collectors box set, which [i]isn't[/i] going to go out of production anytime soon, is for a shit/broken game that you're going to regret buying.
This is for games in general, especially when the industry promotes selling cut content as day-one DLC, or with the mindset of sell it now and patch it later.
It's stupid, and you're making every gamer suffer for it.

It came about because demand in certain areas far outweighed supply. It once served a fairly vital purpose to people who wanted shit from day one. Now it's just a way to get consumers money before the product is released
