I report all douchebags that have a red connection in Crucible for lagging and take a screenshot of it to prove their connection is severely subpar. Internet tampering such as putting your console 100 feet away from your router inside of a make-shift faraday cage is against CoC.

Since it's well documented that you can slow down your connection speed, and having a slower internet speed gives you a distinct advantage, this guy has a valid point. I suppose you can't prove on the client end that the connection was tampered with, but as long as the system we have stays in place, a minimum connection speed should be required to play in the crucible. If you report players that have connection issues, bungie can look and see if it's a consistent connection issue (legit) or spotty (cheater). There's nothing wrong with reporting players with poor connections.

Reporting here on bungie.net is for the purpose of reporting [i]content[/i] which violates the bungie.net Code of Conduct. Think about it. You come across someone in-game whom you feel is tampering with their connection. Then what? You look them up on this site and report a completely random, out-of-context, post? No.

They are talking about in-game, where one can use the "bad connection" report function. But I think you knew that and are just trolling them.
