The app isn't the issue for me, it's using the mobile vault that starts up the weasel plaque. What I found that helped is unplugging the power brick and plugging it back in after a few seconds. This issue for me was on Xbox One using the Destiny Companion app on ios 8. Worth a shot if you haven't found a solution and want to try this out.
