Well there's your problem... They aren't "victims"; the closest word I can think of to better describe them is "criminal" (but, like "victim", "criminal" is a rather extreme word).
As for your idea, I feel like it misses the the point of bans. If a moderator didn't want to ban a user from all of the public forums, they can send them a warning. Banning them from a single forum on Bungie.net would merely be an annoyance; banning the user from all of the public forums serves a function to keep him out and penalize him; banning a user from a single forum can be taken very indifferently by the user, depending on the user.
Think of it this way. When a child has a tendency to misbehave in the theaters, you never say "you can't come to this theater again, but you can go to the other ones". You either warn the kid "don't do that" or "there will be consequences", or you can give the kid a penalty such as "I won't take you to the theaters for three months", or you can just say "I'm never taking you to a theater again".
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
