We all start the game with common weapons. Our first visit to the tower reveals that: Uncommon can be bought from Vanguard / Gunsmith / Faction vendors. Rare can sometimes be bought from Gunsmith vendor Legendary can be bought from Vanguard / Faction when you build up reputation. and one eccentric creature shows up every weekend with the treasures he has found from the dark reaches of known space. His oddities are powerful with unique perks and all with somewhat of a handicap to offset the power. These are Exotic weapons and armor. These cannot be bought with just any currency, but only with Strange Coins. Of the many exotics in existence, he only brings one each weekend (weapons), and of those he refrains from the ones that can be earned through bounties. Strange coins can be earned through only the most difficult of missions, or by chance given for reaching new levels as a token of gratitude. Others have been found stashed in encoded engrams. If you are fortunate, you can stumble across one of these incredible oddities in the wild, and for that you should feel blessed. (not elite, but lucky). And even still other lucky guardians have found legendary engrams that were secretly encoded to hide the exotic weapon that was contained within. Guardians have shared with each other where they have stumbled across such fortune and others have found luck in the same fashion. These are the lucky ones, not to be mistaken for the elite. So this is how the system works today. Personally I like this system. I don't agree with the overly vocal crowd of users who believe that the rare and powerful ones they have been lucky enough to find in the wild should be held back from being sold by the eccentric vendor Xur. That is his job, his place in the universe, and the only true place to find them. I have always wanted Icebreaker from the first time Xur sold it when I didn't have the currency to buy it, nor the light level to earn it. I have followed the path of the lucky others with no luck myself until recently. That being said, if he should sell it in the future, I will be overjoyed for those whom have also wanted it for so long with no luck of getting it. And I have offered my assistance countless times helping others earn their strange coins to buy the ones they have wanted when they came available. Gjahallorn and Icebreaker seem to be the most coveted. Will they impact the game if they come available again to buy? I don't believe so. It will make Raid groups more fluid and functional. It won't destroy crucible as heavy ammo isn't overly abundant and it extremely limited. Will it make Raids too easy? The devs can always make Raids more challenging regardless of the weapon used. It's not the weapon that makes it work, it's the team. Even with a team full of icebreakers, if you aren't skilled at hitting your mark, and you fire too many times and have to wait on ammo to replenish, you can be staring into the oversoul too many times. I'm personally tired of the elitists who cry to keep it out of Xur's sale tables. Feel free to chime in either way - that's just my two cents. And I always look forward to what Xur will be selling. I pass many times, only to save up for the next weekend. I passed on The Last Word once before, but picked it up this time. Have I even used it? Not yet. Personally I liked collecting it for the Grimore and the story. Eventually I hope to collect them all - even No Land Beyond - but I'll wait until I have all others before I spend precious coins on that.
