The Arbiter in Halo 4
Does anyone think the Arbiter will be in Halo 4? I think not because remember when he made it through the portal and the Master Chief did not and he was lost to outer space? Then, the Arbiter and his Elite buddies flew back to there home planet in there green phantom. What do you guys think? I'm new by the way.
