I don't know how it works on the backend for Microsoft but they obviously didn't design/program the XB One with the 360 in mind. Here is the only work around that my Friends and I have found to fix this issue. 1. Log on to XBOX.com 2. Click Friends once your profile loads 3. Click on the friend you can't see. 4. Click Friend drop down menu on thier profile. 5. Click Send XB 360 Request. Then they must accept your request. They can ONLY do this from a XB360, XBOX.com, or the XB360 glass app. They CANNOT do it from their XBone, or the XB One Glass app. They will find your request and the accept button when they click on their friends list. All sources will tell them they have a message but when they click it it will not show up. They must go to their friends list to view pending 360 requests. Once they accept it you will see each other in the Destiny App, Site, ETC. I know this is a complete load of male bovine fecal matter, but it is they only way my mates and I have been able to get it fixed. I suspect that Microsoft is aware of the issue, otherwise the "Send 360 Request" button would not exist. When, or if, they will fix it however is a whole different saga. Hope this helps you out. I think it still only shows your old Xbox 360 friends. The Xbox one uses a new friend system so that's probably why. It does the same for me.
