Because then in no time we'd be dealing with guns that do gazillion damage, because you can't just buff something and call it a day. Balancing is a process that involves a lot of player data and fine tuning. If they always just added more to x and y, when they could just reduce z, soon it's hard to keep track of all of them.

Well I understand balancing but why tear something down! If a pulse rifle was buffed to match the AR we would be fine!

No, because buffing something isn't so easy. As the weapons are different, how do you know the exact amounts that you need to buff so that they're balanced. What if they buff it too much? Should they then in turn buff the other weapons accordingly, also? And if they did that, should they buff the health too, because now the weapons' damages are all different? It presents a myriad of problems. Nerfing is required so that the buffs don't get stuck into an exponential loop.
