In the beta we got to play I think 4 story missions, (5 if you count the moon) and just before you started you chose between easy and hard. Hard meaning two levels higher than the the recommended level. And Easy being just the suspected level you should be to play it.
My problem/question is if this is brought into the full game? Because if it is, it means you can never go back to a certain story mission and play it like last time. You would be way over powered, and would see no challenge in it.
For example I wanted to play the mission where you and your ghost investigate into the AI that was able to survive the fallen. If I came back to that in when I'm capped out would it be hard at all? Would the enemies level up too?
Please keep in mind this is just a question/opinion, please don't message me saying rude things such as how I'm stupid for asking. An answer would be very appreciated. Thanks bungie for Destiny!

It just changes the spawn rates of the enemies within the mission as far as I could tell. As you got to level 8 and geared up, shots seemed to do similar (possibly marginally more) damage than they did at level 2 with the weaker gear. This is likely why damage per second/damage per bullet people are requesting isn't ever listed as a numerical value, since it works more like a % of health per shot rather than having a predetermined value.
