This is my suggestion that I posted earlier, why not make both Public Raid's and Private Raid's?? Public Raid's would be filled by Matchmaking and you would either get placed in a new Raid that was just starting or you'd be spawned in at save points of existing Raid's to take the place of players that dropped out and continue the fight. The levels of the enemies and bosses in Public Raid's would be set lower so that everyone can take part in the content without being completely overwhelmed but yet still get the enjoyment of completing higher skill activities after finishing the Story Mode. The rewards for playing in Public Raid's will simply be a step up from playing Strikes and the Explore modes but nothing like the Exotic weapons and armor in Private Raid's or the Iron Banner events. Then you'll have the Private Raid's where Matchmaking is disabled and you have to bring your own team, the level of difficulty is set much higher, and the rewards therefore also scale to match. Private Raid's will be a place for clans to go and prove their worth outside of just the Crucible and Iron Banner and there could even be a Clan Ranking for Private Raid's. There's no reason why they can't do both and appease everyone instead of just a select crowd. http://www.bungie.net/en/Forum/Post/67112034/0/0

  • It's most likely not just the level of enemies, but the physical (virtual?) length of the raid that will take hours. Which cuts out a LOT of people from pugging a dungeon. Besides, why can't there be content only a certain amount of players complete? For all the griping about balance for the sake of competition, this is the ultimate trophy.

That's the advantage of having Matchmaking for Public Raid's is so that if players drop out of the Raid for any reason before it's completed more are spawned in at save points to continue the fight. This would allow for even longer Raid's that maybe even last as long as 12+ hours because you could play as long as you want and leave when you want and it won't screw over everyone else in your party.
