If they claim to have exhausted their resources, then it is most likely to be true unless proven otherwise. At this point, you could ask to receive a refund for the already made preorder. If you would like, you can try any of the other participating retailers. I just pre-ordered destiny on xbox one from amazon and did not receive a beta code. After talking to their customer service department they told me they have ran out of destiny beta codes so I was unable to get one. On the destiny website it still says that you can get the beta from amazon. Would it be possible to get a xbox one beta code from anywhere else?
