I don´t really believe the hard cap is going to be/stay 20 based alone on the point that you have two skillsets, one that unlock at lvl 15 and there are empty spots aswell, so i believe, you will be able to go further. besides, first 2 dlcs are allready announced and you can get them inside preorder
