Keyboard and mouse is definently a more faster combo than any controller, an experience player will always outpower the controller (in case autoaim is off) My key config for Halo CE is: Keyboard: "W" - Forward "S" - Backwards "A" - Strafe Left "D" - Strafe Right "TAB" - Switch weapon "Shift" - Melee "Ctrl" - Crouch "E" - Use/Swap/Exchange "F" - Flashlight "Space" - Jump Mouse: LMB: Fire RMB: Throw Grenade MMB: Zoom Works really well and definently faster than a controller, i've played with a controller and it just felt kinda slow and stone-ageish... With that setup, my fingers are all convienently placed on the keyboard, I dont have to move them much to do anything, it's all very natural and fast. Also, Left Mouse Button finger moves faster than any thumb. So yeah, with the same skill level, Keyboard+Mouse beats controller, it's plain obvious the H2V team just didnt have that much skill as H2X team.
