Why haven't we seen brutes using plasma pistols?
Brutes and elites sometimes use plasma pistols as sidearms, but we've never seen this is game. In Halo 2 you would find elites using plasma pistols.
Why do you think this is?

That can't be it. They use plasma rifles and plasma repeaters.
