If the lesser ark is installation 00 then ?
Then how should we call the greater ark ? like installation -01 ?

Both of Karen Travis' novels state the installation wasn't finished and the forerunners never returned. And if that were the Case the Sentinels wouldn't have ignored the spartans after a certain point.
