Typically in software, you try to avoid re-writing from scratch all over the place; it's extremely risky. Per your example, it might make a lot more sense to augment an existing engine to support both the XBox 360 and XBox 720, rather than start from ground zero and lock it into one platform.
However, moving from a single platform to multi-platform, and hopefully even cross-platform, makes a pretty strong case for starting from scratch. An existing, single-platform engine just might not be flexible enough to move to another platform.
