How to tone down snipers

Make it to where the bullet actually needs to hit the head. Not a hit box Add a little more flinch when being shot Should hitting someone in the arm or leg take away almost all health?     The flinch it has would be fine for me if the direction it went actually made sense (I lost count of how many times I made this comment, sorry if you're annoyed by it). It currently 'pulls' the player's screen in the same direction the shot is coming from. The way it is now is why it's so easy for a sniper to quickly 2 shot you, because the game pulls the scope to your chest for them. (I do support removing low zoom scopes on the hard hitters but what I propose would have a stricter requirement in keeping the scopes in the game.) If the maps were a little larger, then the existence of low zoom scopes would fit into allowing certain snipers to be better than others due to the effects of damage drop making the low impact snipers less effective to the point of losing 1 shot capability and therefore separate the different levels of impact into having more effectiveness over ranges where damage drop would be present. I would also make the higher impact ones have a slower rate of fire and maybe a higher kick. Shooting non vital body parts should do less damage but would have to be distributed to the other weapons to make the system more balanced in that aspect, but if that were the case then certain weapons with shoddy stability (auto rifles) would have to be made more accurate (which I want) to dependently hit important targets. As for the implementation of scope sway, I'm going to take the idea from a game called Dust 514. In this game, the scope of a sniper will only move when you are standing and aiming, and will sway much more if you start to strafe while aiming. However, when crouching your scope will be perfectly still even though it will take some time for it to do so and is still affected while moving. (I would only implement this if there were more larger maps)
