Everyone is always complaining about what primary is overpowered. Honestly, in my opinion , they are all under powered. Most nerfs of recent have been scaling back primary weapon range. Hand cannons and auto rifles in 2.0 and pulse rifles in the December update. Primary weapon effective range is pitiful. I believe that one change needs to happen around the December update that effects all primary weapons:
Damage falloff of all primary weapons begins 50% further
What this change allows is players to engage in actual mid-range gunfights. This is also a net PvE buff, as players can engage enemies from a safe distance. No weapon is being truly changed to stand out - autos and hand cannons are effective at close to mid range, pulses at mid range and scouts rule long range. This would just make primaries more desirable to use instead of making Trials into Trials Of Osnipers, and normal Crucible a sniper - camp fest.

The problem is that they're scalling range entirely off PvP ranges when it comes to nerfs. So off very, very small maps.
