Not really, Games like street fighter can add new costumes and even characters that aren't originally on the disc, and racing games add new cars all the time.
They could add new armor as a required update or file to play online so you have the actual content on your hard drive even if you don't have access to use it yourself.
Not saying it's going to happen, but it's possible if Bungie wanted to.
