Ruin wings
I can't seem to get any heavy to drop while wearing the ruin wings. Lol I get more heavy to drop for my warlock and Hunter and they have no extra heavy perk.

It glitches out sometimes. Take them off, get out of the inventory screen, then go back and put them on. It comes in spurts even then.
