Rewriting the post:
The Sleeper should be under the heavy banner in the kiosk, or alternatively the vex should be put in special banner in the kiosk. One or the other has to happen to make sense for both weapons.
*Not so much a glitch it's actually just developers being lazy and or confused about their own weapons. Also this used to be a small pointless post but a bunch of idiots that don't know how to read came screaming using flawed logic so now it's a big deal. I put the original post in spoilers cause it's getting to be to large of a wall of text, the original post proves why I have a logical correct point*

I'm assuming this must be a mistake on the developers but when I first got the Sleeper I went to the exotic kiosk and saw that the simulant was under the "Year 2 Special" weapons. Now considering it equips to the heavy slot it should be under "Year 2 Heavy" instead. And don't even try to argue "oh it's cause it's a fusion rifle duh!" Look at the mytho! It's is a fusion but it's still under the primary banner cause that's where it is equipped.
Edit: I'm putting in a reply I wrote for anyone trying to justify the Sleeper position based on other weapons positions.
"...the no land beyond has that perk and they are not primary weapons they are secondary weapons that can be equipped in a primary slot. Where as because how the vex was built it's projectiles are based on a special weapon class (fusion obviously) but it does the dps and performs like a primary class. And as far Sleeper it was built like a fusion with the damage of a heavy. Thats the difference. And the place in the kiosk is not a "technicality in the code" because I bet someone personally built that layout of the kiosk of where each weapon goes. And if you look at the layout of the year one section you can see the nlb and universal remote have to be under special cause there is no room for them in primary and putting another row would look stupid, uneven, and throw off the whole flow of the categories just for two weapons. Where as the sleeper has plenty of space down with the heavy weapons. In the end it's their laziness and not enough thought put into how the kiosk should be categorized.
Basically the point it if you take a look at the vex it's clear to see they have the ability to move it to the secondary area cause there is one open slot. So why is the Sleeper not in heavy? The vex and the Sleeper are very similar in terms of category but obviously opposite weapons because they are both fusions that go in different slots so why is one in it's proper slot and the other is not. You can say the exact same thing about the vex but backwards based on sleepers location. Guess it really depends which weapon a person thinks belongs and which one doesn't. Just opinion. But one of them needs to be moved for it to make sense, either they both need to be in the category based on which slot you equip them or based on what ammo they use."[/spoiler]

Universal Remote, No Land Beyond, and Sleeper Simulant are all special weapons that have a perk that lets them be equipped into a different slot than special. You know how all exotics have a hidden perk? Yeah, the one for Vex is that it can be equipped as a primary. So since it's not an actual "perk", it's strictly classified as a primary weapon. The blueprint layout makes perfect sense.

thats because it was design as a good fusion rifle in the secondary spot but after deciding that would be a good choice that would make this one of the best exotics in the game bungie change it to a heavy to make sure we all hate it and feed them hate mail ( bungie developers live on a diet consisting of only hate mail and dislikes on forums )

Not a glitch. Since it is technically a fusion rifle they put it in the special slot. Just like it you look at year one weapons no land beyond is in the special slot because even though it's a primary it is technically a sniper.
