Network issue MONGOOSE, very long searching for game time

Hello! I'm having trouble getting games on Xbox 360 TTK. Generally the only playlist that I can get a game in is either Rift or Control, but I have not much of an issue there. When I try to do Skirmish or other less popular playlists, I end up waiting for a long time and then getting a MONGOOSE error. I updated my router's port forwarding settings according to the help articles on here and on the Microsoft website, but I'm still unable to get games in Skirmish or other small playlists. Halp? Is the player population just too low?
