According to an interview, Year 2 will start without Light level on armor.
This means players will get from Level 1 to 40 (new level cap) all based on experience.
Attack and Defense still make a difference however.
Wearing all legendary gear at 40 is still favorable compared to all common armor level 40 of course.

That means different sets of armor for all 3 characters. For example, if you want all intellect gear, you'll have to grind endless days. If you want the same gear with maybe different perks the grind will begin again. They are making sure who ever buys taken King spends endless hours on it. Not only are they ensuring we buy this dlc but all future dlc's if we want more guns and armor. If we don't buy all future dlc's after taken King we will basically be stuck around the 15-20 weapons taken King offers us
