Everybody on both teams get heavy ammo. No more crates. No more missing ammo because you are dead, or because one person takes all the ammo. Rules regarding heavy ammo would still be in effect: ammo doesn't drop from dead players and you lose ammo once you died.
What do you guys think?
Edit: if you are against this, please explain WHY?

Actually there should only be ammo drop in the crucible and 3 instead of 4
-
no, it changes focus of objectives. it can turn games around or speed up a bleeding team. it provides long enough time from usual spots to snatch a zone. id be ok with there only being one heavy ammo drop on a map so that teams had to fight harder for it

Even better, 1 person gets the crate and the whole team gets heavy. Steal both and get double. If you die, you lose yours.
-
I'd like to see challenge modes like "heavy only" or "secondary only" etc.
-
How bout just one crate drops once per match per every 6 players in the game. So skirmish, salvage etc. 1 drop 1 crate. Control, clash etc. 1 drop 2 crates
-
I don't like that in crucible the most obvious key to victory is heavy ammo it seems weird to make ammo such a defining attribute in The crucible but it adds challenge to the game if the opposing team takes your heavy and you end up winning it feels pretty -blam!-en awesome
-
No stealing heavy is the trump card to victory

How would one team be able to cockblock the other from getting heavy, then?
