Not taking damage in IB

I was grinding out IB this weekend and I noticed there were a few opponents that did not take a bit of damage to their shield or life even when I dropped a scatter grenade, melee hit and Bad JuJu to the face. Has anyone else experienced this?

I had a titan self rez it trails .. an another took a rocket to the face in IB didn't even scratch him just ran up an punched me to death
