If you're doing 32 Prison of Elders and you're 32+, you're good.
32 = same damage done/taken as a 33 or 34.
A 31 deals less and takes more damage but equal and higher (32-34) does the same as the level of the activity (32).
No, you don't need 34's for Vault of Glass Hard. 29+ is perfectly fine. Maybe even a 28 (they will probably die a lot, though).
No, you don't need 33+ for a 32 Nightfall.
You, in fact, do NOT need a 33+ for Crota on Hard, although r 33+ would help as they will be able to take and deal more damage, as I've said - but people have been doing it since release as 30-32.

You don't need a 33+ for Hard Crota but godamn if it isn't freaking hilarious. I ran sword with my hunter for the first time ever last night. And that was only my second time running sword. Two swords, no ogres. We were laughing so hard. I hate to think what a good swordbearer could do.

irrelevant. 33 or 34 will most likely have better weapons and weapons that are upgraded than noobs

[/quote] No, level 32's will take more damage than 34's. And yeah i understand what he is trying to say, but i ask for max leveled players to reduce the grind time of activities. Max level is not equal to skill, but a guardian with higher damage resistant doesn't need to be as good.

As long as the player is good and he is high enough lvl to do the activity then lvl won't matter.
