After I saw all of the new main and secondary perks that were coming out with House of Wolves, I could only be thankful that I saved my Iron Banner armory from Dark Below. I still have a scout rifle, hand cannon, shotgun, and sniper rifle with nothing but the old perks, perk combinations, and everything else pre-HoW. I can still get Hammer Forged, Field Scout, Perfect Balance, and so many others, without having to touch the new stuff. I'm happy about this because the new stuff is so lackluster.
Refilling the magazine when a super is cast? I'd honestly rather reload normally with Outlaw and Firefly, even if it means I won't be pulling ammo out of thin air once in a while.
A chance to refill the magazine with a melee kill? Not bad for a shotgun I suppose, but I can reload faster and find more ammo in less time than it takes for Destiny's RNG to smile on my melee kills.
Increased accuracy while airborne? Good for bunny hopping snipers in PvP I guess, but not for much else. As much as I like the idea of jumping over a rock again and again, just to put a single shot into an enemy each time, I keep my feet on the ground way too often to need this.
Seriously, Bungie, you didn't have to think of so many ideas that didn't need to be thought of. I've seen no one using these so far, all of my friends are trying to rummage through their vaults looking for old weapons to ascend. What this drills down to is a reduced number of good perks that we've become reliant on. It also means that there are more relatively useless perks floating around in the gunsmith's reforges. This means more motes spent, and less good things as a result. I've been spending every last mote just to whip my old Efrideet's Spear into fighting shape, don't make me spend so many more just because you can't bear to say the words "player selected" in any aspect of this game.
TLDR: You really need to change this. Either restore the old perks that you took out, and put them back where they were on the affected guns, or give us a system that allows us to change them to what we want, instead of what your RNG wants. These two things almost never play nicely together. I'm trying so hard to like this part of the game, but you're making it very difficult for me to not want to strangle the person who first said the words "random number generator."

If you look you will see that some of the new perks are helpful with the new modifiers. Having Icarus on your gun with the airborne modifier can really help.

The old perks were partly responsible for the unbalanced nature of the Crucible. The new weapons hardly need perks anyhow.

Reforging would be worth it if you could actually pick what you want on a gun or make it elemental damage instead of kinetic.

I assumed the crippled perks were intentional This way Bungie can get you excited about reforge, while also keeping anything from being OP Jokes on us, new reforge is useless

Agreed, the new perks are underwhelming to say the least, reforging loses a bit of its luster when the new perks are so bad.
