As we all know, the new HoW perks such as casket mag, injection mold, etc etc improve a stat at the equivalent cost of another. So any pre-HoW weapon would theoretically beat it's counterpart once ascended (perfect balance; field scout; etc are now trade offs in HoW). So what's the excitement in getting new gear? You'll just remember how your vanilla variant was so much better since it had Field Scout.
So what's the fix?
HoW and on, legendary weapons should have a [i]second[/i] secondary stat mod tree, unlocked after the second primary perk tree. So you could have, say, single point sling and lightweight. Or smallbore and extended mag. Or rifled barrel and custom optics. Making for some interesting setups that can actually stand up to pre-HoW weapons.
What's the fun in getting these new weapons if the top tier perks are no longer available? This second secondary mod tree would make up for that in a subtle way.
