It seems I get less engrams on my other two characters than my main, and I struggle to get enough character materials for my upgrades. I now swap all my engrams from my first character and decrypt them on the newer characters, but I still don't seem to get enough. Is there a sure fire way to get more engram drops or item drops? I was thinking maybe ROC strikes are the way to go? But what was wondering what methods maybe you guys have.

Glimmer farm somewhere and buy helmets from the Vanguard Armory.

Roc strikes are the best of the bunch. You're assured at least two blue engrams (2 to 3 materials each), with the high possibility of more being spawned while you're doing the strike itself (huge hordes of enemies+bosses constantly spawning more that can and will drop engrams or straight up greens)...

Roc....then some Roc.....and then MORE ROC. 5 Roc Strikes and I usually have 10-15 Blues, and a couple Purples. And I've pulled an Icebreaker and a Hard Light from Roc as well.

Roc's drop me tonnes of blues, a couple of hours in there and I'll get 10-15 easily, give them all to the character you want the mats for (titan plasteel plating etc) and voila, mats!

Swapping engrams between characters as you mentioned is a solid way, as well as strikes as listed above. I also buy the helmet that the vanguard sells (250 glimmer) I buy all that I can hold after running my bounties and when I turn my bounties in, I equip said helmets. 1 bounty maxes the lower tier green helmets out. So if you turn them in one at a time while switching out your helmet you can get 2 sometimes 3 mats for each helment. It's not a lot by any means but is a solid way to get 12 - 20 mats. Of course the same goes for the other low tier armor I pick up while completing bounties.
