Raid difficulty levels and Raid gear level upgrades

This is an idea that I want to share. And currently I don't know if there is another thread talking about this matter. But let me talk about this. First, with the upcoming new DLC, it seems that all gear will have a new upgrading system. But for now on, the upgrading system we have is quite simple and very annoying for those who gear up to level 30 before the Dark Below DLC hit the game. A lot of us, now have at least one guardian on level 32, thanks to Crota's gear and/or Iron Banner gear, and most of our weapons with level 331. To achieve that, we had to actually get every item all over again, and rely on Xur upgrading system for most of our Exotics. Just, before everyone suffer for this, most player gear up to level 30 with all VoG gear they could acquire, just to be quite left behind the moment Dark Below arrive, and all your VoG gear could no be upgraded, keeping its level 30 and level 300 for weapons. My idea is that Bungie should allow every player to upgrade all his gear to max levels. For that I propose two scenarios. (using VoG gear as an example, but the same principle apply to every gear: Crota's gear, etc.) 1.- If you have VoG gear and weapons you should be able to upgrade to level 36/331 (or whatever new level could be reach withing House of Wolves -40?/365-) with some kind of purchase from any vendors (using glimmer, weapon parts, energy, shard, etc) and adding some new level difficulties to VoG Raid ( level 33 at least, plus maybe another one with the top new difficulty added with House of Wolves -level 35 could it be??-). OR 2.- Add a new upgrade slot to all VoG gear and add new difficulty levels to VoG. On this new difficulty levels, you should get a new drop consumable or item, (that could works like the Crux of Crota). You will new this new drop to upgrade those last slots in all your VoG gear. With all your max out gear you will not only be given a proper use into conquering the new difficult levels of a Raid (not only because being upgraded to a upper level) but because every Raid gear have unique perks that help you against the corresponding enemies that you found in each Raid. The purposes of a Raid gear if to help you kill the enemies of that particular race (it should be more difficult for you to end VoG Raid using any other gear that is not from VoG itself). This will restore the purpose of having all gear possible. (many of us have dismantled VoG gear, just because it is not longer at max level and that is a shame). In the other hand, having all that max out gear and weapons return again the possibility of giving your guarding the aesthetic look you like the most without sacrificing your level ;) Regarding of what gets implemented (something like the scenarios I propose or something completely different) the most important thing is that every Raid never should feel easy to conquer to anyone. VoG max level is 30, and max Guardian Level is now in 32. If bungie keep VoG max level at 30, and if with the new House of Wolves DLC a level 35 for guardians is unlocked, then what motive could have a top max level player to replay VoG? probably none; just maybe help a friend in need, but nothing else. Please comment and share your ideas.
