So it all started when I was explaining to my dad (who doesn't really care but was slightly interested none the less) how people glitch I to these future DLC areas.
Now my dad works in IT and knows his shit and he just interrupts me by saying "it's all done on purpose". I'm like; "what?".
He then explains to me how the stages of production work in a game. I can remember it exactly but there is a part where it can be accessed by the public. He then says how this means that they are at this stage without it being complete. Isn't it a little bit odd that people manage to find this stuff with such ease, so long before the DLC comes out?
I didn't believe him at first but it makes sense. Bungie wants feedback on this stuff so it only makes sense to give us a taste and build hype while there is still time to make improvements.
Tell me what you think because my dad could be wrong but he really does know about this stuff.

Or Activision forced them to lock those areas of the game out to turn to DLC. Maybe the Comet: plague of darkness DLC was supposed to be in place of HoW or something, but Activision made Bungie lock it out. Idk just my thoughts on the matter.
